The Cargo Manifest is a document used to account for all cargo on board a
transporting vessel into or out of a Customs territory. The declaration of the
Cargo Manifest to Customs is referred to as the Summary declaration. In a bid to
increase Customs efficiency, through Information communication Technology.
Somali customs have introduced a system called Somali Customs Automated
System (SOMCAS). The system will allow Shippers and Shipping Agents to
declare the Cargo manifest electronically also to Customs through SOMCAS.
